Booth v. Pasco County: Retaliatory fitness-for-duty exams

11th Circuit fed court rules fitness for duty exams of complainant firefighters was retaliatory, and so was memo to union members about them. No free speech defense either, as an implicit “call for reprisal” and threat of retaliation isn't a matter of public concern.
